Everyone deserves a safe, stable, and affordable place to call home. Yet millions of people across the country are living paycheck to paycheck, struggling to keep up with rising rents, or experiencing homelessness entirely. In CA-34, we see this crisis firsthand — from families forced to live in their cars to seniors being priced out of their longtime neighborhoods.To tackle this crisis head-on, I’m fighting for a federal housing system that prioritizes people, not profit. That means moving away from short-term fixes and investing in long-term solutions that treat housing as a human right.<h3>Expansion of Housing Choice Vouchers and Emergency Rental Assistance</h3>Too many families are waiting years — even decades — for a Housing Choice Voucher that could help them afford stable housing. I support fully funding and expanding the Housing Choice Voucher program so that it becomes an entitlement available to every eligible household, not a lottery system.Additionally, we need permanent, robust federal support for emergency rental assistance. During the pandemic, we saw just how critical this lifeline was. Families should never be at risk of eviction because of an unexpected job loss or medical emergency.<h3>Federal Incentives for Permanently Affordable Housing</h3>I will fight to create federal incentives for the development and preservation of permanently affordable housing — including units that are income-restricted and protected from market speculation. This includes:<ul><li>Offering direct federal funding and tax incentives for nonprofit housing developers</li><li>Conditioning federal housing funds on affordability guarantees</li><li>Prioritizing local governments that commit to long-term affordability goals</li></ul>Permanently affordable housing isn’t just a temporary fix — it’s a generational investment in community stability and equity.<h3>Strong Support for Community Land Trusts</h3>Community land trusts (CLTs) are one of the most powerful tools we have to take housing out of the speculative market and put it into community hands. CLTs allow communities to own the land collectively, while individuals can build equity in their homes — ensuring permanent affordability and local control.I support significant federal investment in CLTs, including:<ul><li>Direct seed funding to expand existing trusts and help new ones form</li><li>Technical assistance and capacity-building grants</li><li>Preferential access to surplus federal land for CLT use</li></ul>This is how we create housing models that work for our communities, not corporate landlords.<h3>Rapid Rehousing with Wraparound Services</h3>Rapid rehousing is more than just putting a roof over someone’s head — it’s about addressing the root causes of housing instability. I support national expansion of rapid rehousing programs that include:<ul><li>Mental health care, including trauma-informed therapy and substance use support</li><li>Workforce development and job placement services</li><li>Childcare and transportation assistance for families transitioning back into stable housing</li></ul>Housing-first must also mean services-first — because no one heals from homelessness without support.<h3>A Proactive, Preventative Approach to Homelessness</h3>Rather than responding to homelessness after it happens, we must build systems that prevent it entirely. I will advocate for a comprehensive federal review of homelessness risk factors, leading to:<ul><li>Early-warning systems using data from eviction courts, schools, and social services</li><li>Emergency intervention programs for at-risk individuals and families</li><li>Increased coordination between HUD, HHS, and local agencies</li></ul>Homelessness is a policy failure — and we have the tools to stop it before it starts.Housing is a right — not a commodity. We can and must build a country where everyone has the dignity of a safe home, where our communities are made stronger by affordable housing, and where no one is left behind.Let’s fight for a future where housing security is the norm — not the exception.

In CA-34, too many young people are being denied the future they deserve because of systemic disparities in our education system. Underfunded schools, overcrowded classrooms, and the crushing burden of student debt have created barriers that disproportionately impact working-class families, students of color, and those with disabilities or justice system involvement.Angela believes education should be the great equalizer — not another system that reinforces inequality. Her plan puts resources directly into the communities that need them most and ensures every student has the opportunity to thrive from early learning through college and beyond.<h3>Investing in Early Childhood and Special Education</h3>The foundation for educational success is built early. Angela will fight for dramatic increases in federal funding for:<ul><li>Early childhood education programs that support brain development, social skills, and school readiness</li><li>Head Start and Early Head Start, with a focus on expanding access in low-income communities</li><li>IDEA (Individuals with Disabilities Education Act) to guarantee that students with disabilities receive the full support and services they are entitled to</li></ul>Every child deserves to start school on equal footing — and that starts with fully funding the programs proven to work.<h3>Tuition-Free Public College and Student Debt Cancellation</h3>Angela understands that higher education is still a ticket to opportunity — but only if people can access it without being saddled with a lifetime of debt. She will:<ul><li>Advocate for full student debt cancellation of up to $50,000 per borrower, particularly for low- and middle-income individuals</li><li>Support legislation to transition to tuition-free public higher education, including community colleges and public universities</li><li>Push for expanded Pell Grant funding and cost-of-living assistance for students from working families</li></ul>Education should open doors — not trap people in cycles of debt and delay.<h3>Higher Education as a Pathway to Rehabilitation</h3>Angela believes in second chances — and in the power of education to break cycles of incarceration. She will champion guaranteed Department of Rehabilitation funding for higher degrees, ensuring that formerly incarcerated individuals have access to college as a tool for personal transformation and reentry.This approach not only reduces recidivism but also strengthens communities by investing in people’s potential, not their punishment.

Too many students in CA-34 are held back by underfunded schools, inaccessible higher education, and cycles of debt. Angela is ready to change that with a bold education agenda — from fully funding early childhood and special education to canceling student debt and making public college tuition-free. She’s also pushing to make higher education a pathway to rehabilitation and opportunity for all.

Education & Youth Empowerment

CA-34 is home to one of the largest immigrant populations in the country — and our district’s strength is rooted in the diversity, resilience, and contributions of immigrant families. But for too long, our immigration system has been shaped by fear, bureaucracy, and political gridlock, instead of compassion and common sense.Angela believes immigration policy should reflect the values of dignity, opportunity, and inclusion. It’s time to move beyond enforcement-only frameworks and toward a vision of immigrant justice that empowers families, strengthens communities, and builds a future where everyone belongs.<h3>A Pathway to Citizenship for All</h3>Angela supports comprehensive immigration reform that includes a clear, attainable, and inclusive pathway to citizenship for the over 11 million undocumented people living in the United States. This includes:<ul><li>A pathway for DACA recipients, TPS holders, and essential workers who have long contributed to our economy and communities</li><li>Protections against arbitrary deportations and the permanent separation of families</li><li>Legislative solutions that end reliance on outdated and punitive immigration quotas</li></ul>Citizenship is not just a legal status — it's a gateway to security, opportunity, and full participation in our democracy.<h3>Protecting Mixed-Status Families and Expanding Access to Services</h3>Angela will fight to ensure that mixed-status households have full access to essential social services, including healthcare, housing support, and pandemic relief. No one should be denied assistance because of a family member’s immigration status.She also supports:<ul><li>Ending discriminatory policies that exclude immigrants from federally funded programs</li><li>Expanding eligibility for driver’s licenses, in-state tuition, and other state-level supports regardless of status</li><li>Federal protections against ICE surveillance in sensitive locations like schools, hospitals, and courthouses</li></ul>Our safety net should be for everyone who calls this country home.<h3>Investing in Legal Aid and Community Integration</h3>Angela will advocate for significantly increased federal funding for:<ul><li>Legal representation in immigration court, especially for asylum seekers and unaccompanied minors</li><li>Community integration programs, including ESL classes, workforce development, and civic engagement opportunities</li><li>Modernized and humane asylum processes that respect international law and ensure timely, fair adjudication</li></ul>Navigating the immigration system shouldn’t be a luxury — it should be a right.Immigrants are not a problem to be solved — they are part of the solution. In CA-34, too many people are forced to skip doctor visits, ration prescriptions, or avoid care altogether because they simply can’t afford it. Families face impossible choices between paying medical bills and putting food on the table, while our healthcare system continues to prioritize profits over people.Angela is fighting for a healthcare system that works for everyone — no premiums, no copays, no exclusions based on income, immigration status, or employment. It's time to deliver the care our communities deserve.<h3>Co-Sponsoring Medicare for All</h3>Angela proudly supports and will co-sponsor Medicare for All — a comprehensive, single-payer healthcare system that guarantees care to every person in America, regardless of their background, status, or bank account.Medicare for All would:<ul><li>Eliminate premiums, copays, deductibles, and surprise bills</li><li>Cover vision, dental, mental health, and reproductive healthcare</li><li>Expand access to gender-affirming care, addiction treatment, and long-term care</li><li>End the influence of private insurance companies that currently drive up costs and deny necessary care</li></ul>This is about more than reform — it's about transformation. Angela will fight to:<ul><li>Increase Medicaid reimbursement rates and federal grant funding for mental health and substance use disorder services</li><li>Ensure these services are integrated into primary care and community health networks</li><li>Expand access to peer support programs, housing-first recovery models, and culturally competent care</li></ul>Too many lives have been lost because people didn’t get the help they needed in time. We must treat mental health as essential health — because it is.<h3>Strengthening Local Community Health Centers</h3>Community health centers are the front lines of care in neighborhoods like ours — and Angela knows they are a lifeline for working families, immigrants, and the uninsured.She will fight to:<ul><li>Expand federal funding for community health centers to offer services regardless of insurance, immigration status, or ability to pay</li><li>Invest in mobile clinics, translation services, and telehealth infrastructure</li><li>Ensure clinics have the staffing and resources to provide comprehensive, trauma-informed, and culturally competent care</li></ul>Healthcare should be local, trusted, and accessible to all — not dependent on a ZIP code or insurance card.

Healthcare is a human right — not a luxury. Angela is fighting to make that a reality by co-sponsoring Medicare for All, investing in mental health and addiction care, and strengthening local clinics that serve everyone, regardless of immigration status or income. Because no one should go without care in one of the richest countries on Earth.

Healthcare for All

In CA-34, working families are doing everything right — working long hours, juggling multiple jobs, and still struggling to make ends meet. That’s because our economy is not built to support the people who power it. Wages have stagnated while housing, food, and childcare costs have soared. Corporate profits continue to rise, but working families are left behind.Angela believes that economic dignity means more than just having a job — it means being able to support your family, take time off when you're sick, afford childcare, and build a secure future. It’s time for bold, people-centered policies that create real opportunity and stability for everyone.<h3>Launching a Guaranteed Basic Income (GBI) Pilot for CA-34</h3>Angela will champion the launch of a Guaranteed Basic Income (GBI) pilot program right here in CA-34, targeting low- and moderate-income households. Inspired by successful local and national pilots, the program would provide direct, unconditional monthly payments to residents — giving families the breathing room to pay for rent, food, and essentials without bureaucratic red tape.The pilot would be funded through progressive taxation and public-private partnerships, demonstrating a scalable model for future federal GBI programs. GBI is not a handout — it’s an investment in dignity, stability, and economic mobility.<h3>Protecting Gig Workers’ Right to Unionize</h3>Gig economy workers — rideshare drivers, delivery workers, freelancers, and more — deserve the same rights and protections as any other worker. Angela will fight to:<ul><li>Guarantee the right to organize and collectively bargain for gig workers</li><li>Push for portable benefits like healthcare and retirement savings that follow workers job to job</li><li>Ensure fair pay, protections against algorithmic exploitation, and clear worker classification laws</li></ul>The gig economy should not be a loophole for corporate exploitation — it should be a pathway to sustainable work.<h3>Expanded Family Leave, Sick Leave, and Childcare Support</h3>Angela supports a national paid family and medical leave program that guarantees workers time off to care for a new child, a sick family member, or themselves — without losing income or job security.She also supports:<ul><li>Universal paid sick leave, ensuring no one has to choose between their paycheck and their health</li><li>Significant federal investment in affordable, accessible childcare, including subsidies, expanded pre-K, and fair wages for childcare providers</li></ul>When we support working families, our entire economy becomes stronger.<h3>Community-Driven Solutions to Economic Disparities</h3>Angela knows that the best solutions come from the ground up — because she’s lived it and led it. Drawing on her experience working with the LA Mayor’s Office on youth workforce and economic development programs, Angela will champion federal investments in local, community-led initiatives that uplift underserved neighborhoods.This includes:<ul><li>Funding for youth employment and mentorship programs</li><li>Grants for community-based organizations creating economic opportunity</li><li>Support for small businesses and social enterprises that hire locally and invest in the community</li></ul>Economic policy should be personal, local, and focused on real impact — not just top-down theory.We can’t build a stronger economy if we leave working families behind. Economic Dignity &amp; Security

For decades, our government has waged endless wars abroad with bipartisan support in Washington. That bipartisan support has ensured that the Pentagon’s defense spending is the largest budget of any agency and the majority of our taxpayer dollars line the pockets of corporate defense contractors making record profits, who in turn line the pockets of corrupt politicians who greenlight more bottomless spending for war.&nbsp; Right now, the Department of Defense is on track to have a $1 trillion budget while our communities fail to receive the federal investment we need in our housing, healthcare, education, and jobs. While defense contractors make billions in profits every year, veterans have some of the highest rates of homelessness, suicide, and mental health crises. At every step, these budgets happen at the expense of the American people – especially those who are shipped overseas to fight politicians’ wars for them.&nbsp; I’m running to end the blank checks for war, bombs, and weapons, and to demand that money be re-invested in our communities where it belongs. War is not a foreign policy. As one of the most powerful nations in the world, we should be leading with diplomacy as the center of our foreign policy, and stop letting corporate defense contractors and warmongering politicians steal our money and lead us into wars no one wants. One of the most horrifying atrocities actively happening right now is the genocide in Gaza that the Israeli military is only able to commit with the financial and political support of the US government. Unlike my opponent, I refuse to let AIPAC buy my silence in the face of genocide, apartheid, and famine. I will fight for an immediate arms embargo, ceasefire, and a massive influx of humanitarian aid to end this genocide and deliver on the promise of Palestinian freedom and self-determination. I will support the Ceasefire Now and Block the Bombs Act in Congress and never vote to send weapons to the Israeli military. No country committing human rights violations should be receiving our aid—from Saudi Arabia to Israel, there should be no exceptions.&nbsp; There is nothing complex about genocide and our community deserves leaders who are clear-eyed enough to understand that.

Environmental degradation isn’t just a distant crisis, it’s a daily reality in CA-34. From polluted air and toxic runoff to the urban heat island effect, working-class and immigrant communities across our district are disproportionately impacted by environmental harm. This is not a coincidence — it’s the result of decades of environmental racism, underinvestment, and corporate influence on policy.Angela believes that the fight for climate justice must begin with the people most affected. That means bold federal action, community-led solutions, and a just transition that creates good-paying jobs while healing our planet.<h3>A Green New Deal That Centers Our Communities</h3>Angela supports a comprehensive Green New Deal — a sweeping package of federal policies to tackle the climate crisis while creating a more just and equitable economy. Her focus is on making sure CA-34’s frontline communities are not left behind, but prioritized.Angela’s Green New Deal agenda includes:<ul><li>Massive federal investment in renewable energy infrastructure — solar, wind, and battery storage — that powers homes, schools, and public buildings in our neighborhoods</li><li>Unionized, family-sustaining green jobs that prioritize hiring in communities historically affected by industrial pollution, economic displacement, and job loss</li><li>Job training and workforce development programs in clean energy, construction, public transit, and environmental restoration</li></ul>Climate action must not only reduce emissions — it must create opportunity.<h3>Urban Greening for Health and Resilience</h3>Angela will champion federal support for urban greening initiatives that directly improve the quality of life in dense urban neighborhoods. That includes:<ul><li>Funding for community parks, urban forests, and green corridors to reduce extreme heat and improve air quality</li><li>Investment in rooftop gardens, green schoolyards, and permeable infrastructure to reduce flooding and boost neighborhood cooling</li><li>Prioritizing these investments in census tracts with high asthma rates, low tree canopy, and extreme heat exposure</li></ul>Urban greening isn’t just about beauty — it’s about survival.<h3>Investing in Community-Led Climate Solutions</h3>Angela believes the people closest to the problem are also closest to the solutions. She will push for federal funding to support community-led environmental and climate initiatives including:<ul><li>Native plant installations that promote local biodiversity and traditional ecological knowledge</li><li>Medicinal workshops and educational programs rooted in ancestral practices</li><li>Urban agriculture and food sovereignty projects, including community gardens, co-ops, and composting hubs</li></ul>This is about restoring our connection to the land, creating sustainable food systems, and building collective resilience from the ground up.

Environmental justice can’t wait, especially in CA-34, where low-income and immigrant communities bear the brunt of pollution and climate change. Angela is fighting for a bold, community-driven Green New Deal that prioritizes renewable energy, unionized green jobs, and neighborhood-level projects like rooftop gardens, urban farms, and native plant healing spaces.
